14-1 Description of service
What is the Digitized Contents Transmission Service for Individuals
The Digitized Contents Transmission Service for Individuals enables patrons to browse via the Internet as well as print out using their own devices digitized materials that are still protected by copyright but are out-of-print or otherwise considered difficult to obtain. Who can use the service
This service is available to all official registered users of the NDL who reside in Japan and have agreed to the Terms of Service for the Digitized Contents Transmission Service for Individuals.
Official registered users have completed the application process by submitting documentation necessary to verify their identity. This service is not available to simple registered users, who have not yet completed the application process, which can be done via the Internet, by postal mail, or in person at the NDL.
Available materials
Materials from the NDL Digital Collections that are marked "Available only at the NDL and its partner libraries or to official registered users in Japan" are available for browsing via this service. For more information, please refer to the section on Contents for transmission in the Digitized Contents Transmission Service for Libraries.

14-2 How to use the service
New user registration (first time users of the National Diet Library)
First-time users of the NDL can apply for user registration via the NDL Search. Once your identity has been verified and your registration completed, you can use the Digitized Contents Transmission Service for Individuals. Please refer to 12. Login and User Registration for details.
It could take up to five business days for the NDL to approve your application.
Simple registered users
Simple registered users can upgrade their status to official registered user by completing the registration process. Once your identity has been verified, you can use the Digitized Contents Transmission Service for Individuals. Please refer to 11-4. Upgrade to official user registration for details.

Official registered user
Official registered users are able to access the Digitized Contents Transmission Service for Individuals after accepting the terms of service described in section 14-3. Terms of Service.
14-3 Terms of service
The terms of service for the Digitized Contents Transmission Service for Individuals is displayed automatically the first time you login to the NDL Search after becoming an official registered user. Please read the terms carefully and select Agree.
※The terms of service are not displayed when you login to the NDL Search from a user terminal on the premises at the NDL.
If you select Do Not Agree, the terms of service will no longer be displayed when you login to the NDL Search, but you can display and agree to the terms of service at any time in the future from your User Information page.
If you select Suspend, the terms of use will once again be displayed automatically when you login to the NDL Search.
14-4 Searching and browsing materials in the National Diet Library Digital Collections
Please login to the NDL Digital Collections to search and browse digital contents for individuals. You do not need to log in a second time if you are already logged in to the NDL Search.
You can browse digital images of materials in the Digitized Contents Transmission Service for Individuals.
14-5 If you have trouble accessing the Digitized Contents Transmission Service for Individuals
Please double check the following if you are unable to browse the materials.

Are you an official registered user? | In order to use Digitized Contents Transmission Service for Individuals, you need to register as an official registered user. Please go to the top page of the NDL Search and either apply for new registration or upgrade your current status to official registered user. |
Have you upgraded from simple registered user to official registered user? | The easiest way to upgrade from simple registered user to official registered user is to access your User Information page on the NDL Search and complete the registration process by uploading image files of your identification documents. If you prefer, you can complete this process either by postal mail or in person at the NDL. |
Have you received notification your user registration process is complete? | It normally takes up to five business days for the NDL to verify your identity and complete your application after you upload image files via the NDL Search. In the meantime, you can login to the NDL Search and check your current user status from your User Information page. |
Do you live in Japan? | The Digitized Contents Transmission Service for Individuals is available only to official registered users who reside in Japan. Please log in to the NDL Search to verify your country/region of residence on your User Information page. You can revise your registered information, including your address and country/region of residence, on your User Information page of the NDL Search. Please be sure to update your registered information if you have changed residences. |
Have you agreed to the Terms of Service? | You must agree to the terms of service to access the Digitized Contents Transmission Service for Individuals and browse the materials. Please login to the NDL Search and access your User Information page to agree to the terms of service. |
Have you logged in? | You must first login to either the NDL Digital Collections or the NDL Search before you can browse materials from the Digitized Contents Transmission Service for Individuals. |
Are you logging in with the wrong user ID? | Official registered users must log with a user ID that starts with the letter E. Please be sure you are logging in with the correct ID. |
Has your user status been restricted? | You cannot use the Service for the Digitized Contents Transmission Service for Individuals if your user status has been restricted. Please contact the NDL using the inquiry form on our website or by phone. |
